AI consulting services cover five things: AI strategy and roadmapping, data readiness and modernisation, building the system, governance and compliance, and change management. The Hackett Group, IBM, Slalom, CGI and Centric Consulting all publish a version of that same five-part menu. The question worth answering is not what is on the menu — it is which items are worth buying at your size, and which two you should almost certainly skip.

That second question is the one nobody on this topic answers, because the pages that rank for it are written for the Fortune 500. Page one is EY, Huron, PwC, IBM, Slalom, CGI and The Hackett Group. Their advice is sound for a company with a CIO, a data platform team, and a compliance function. It is expensive noise for a $20M company with one system of record and an operations lead who already has a job.

What are AI consulting services?

AI consulting is advisory and delivery work that helps a company decide what to do with AI and then do it. The Hackett Group’s own glossary defines it as a specialised advisory service that helps organisations plan, design, and implement AI to achieve strategic business outcomes, combining technical expertise with industry knowledge to identify use cases, assess readiness, and develop roadmaps.

Notice what that definition includes and what it leaves open. It covers both the deciding and the doing, which is why the category is so hard to price-compare: two firms quoting “AI consulting services” may be selling entirely different amounts of work. It is also worth reading these definitions with their authorship in mind. Hackett’s glossary entry states that its AI consulting is powered by Hackett AI XPLR, its own proprietary readiness assessment platform. That is not a criticism — it is a fair description of their offer — but it does mean the definition and the product are the same document, which is common across this whole category.

What are the five AI consulting services, and what does each one do?

Strategy picks the workflow. Data readiness makes it possible. The build makes it real. Governance keeps it legal. Change management gets it used. Every service menu in the market is a renaming of those five, and they are not equally valuable at every size.

ServiceWhat you are buyingWorth it at $10M–$50M?
AI strategy and roadmapA decision about which workflow, with a sequenceYes — but narrowly scoped, weeks not quarters
Data readiness and modernisationThe pipelines, quality and access the system needsYes — scoped to the one workflow, not the estate
Build and integrationThe working system, in production, monitoredYes — this is the part that produces the return
Governance and compliancePolicy, model risk, audit trail, review processUsually not yet — see below
Change managementTraining, adoption, role redesignPartly — the manager, not a workstream

Centric Consulting’s December 2025 explainer sets out the same shape from the enterprise side and is candid about which one binds: it cites Forbes reporting that 60% to 70% of AI growing pains come from an ill-prepared data infrastructure. That matches what we see in scoping conversations, and it is why data readiness is the line item to protect when a budget gets cut. A well-chosen workflow on clean data will beat a brilliant model on a broken export every time.

Which of these should a mid-market company not buy?

Formal AI governance programmes and enterprise change-management workstreams are usually the wrong purchase below about $50M in revenue. They are the two line items most often sold to companies that cannot yet use them, and they are expensive because at enterprise scale they genuinely are hard.

Governance first. What a $20M company needs is a written acceptable-use policy, a decision about what data may go into which tool, and a named person who approves exceptions. That is an afternoon and a document. What gets sold as AI governance consulting is model risk management, bias auditing, and an audit-ready control framework — real disciplines that exist because regulators and enterprise procurement demand them. Buy that when a regulator, an insurer, or a customer contract asks for it. Buying it in advance is buying a control framework for systems you have not built.

Change management is a subtler case, because the underlying point is correct: an unused system returns nothing. But at mid-market scale the change-management function already exists and it is called the manager of the affected team. Ten dispatchers do not need a communications strategy and a stakeholder map; they need their supervisor to have been involved from the first week and to have said out loud what happens to anyone whose job changes. Where the money should go instead is training time — paid hours for the people who will use the thing — and that is a line in your own budget, not a consulting workstream.

Here is the honest counter-argument. If you are in healthcare, financial services, or anything where an examiner can walk in, invert this advice: governance moves to the top of the list and stays there. The rule is not “governance is premature,” it is “buy governance when someone can compel you to show it.”

What do AI consulting services cost?

BD Emerson’s August 2026 guide puts strategy houses at $400–900 per hour, global integrators at $150–350 per hour blended, engineering-led firms at $90–200 per hour, and senior-staffed boutiques at $200–400 per hour — with one production use case in the mid-market landing between $250,000 and $1.5M. The spread inside that range is driven mainly by the state of your data.

The hourly rate is the least useful number in a proposal. A boutique at $300 an hour with three senior people routinely costs less in total than an integrator at $200 an hour with eleven. Ask for the program total, the named roster, and the assumption about your data that the price depends on — then ask what happens to the price if that assumption is wrong. A firm that quotes before anyone has looked at your actual data is giving you a placeholder.

Our own scope and prices are on the pricing page. We publish them because in this category most firms do not, and comparing two unpriced proposals is not comparison shopping.

Where should you start if you have never bought this before?

Start by narrowing to one workflow before you talk to anyone. The single biggest determinant of whether an AI engagement pays back is not the firm you pick — it is whether the thing you pointed it at was worth automating. That choice is yours, and making it before the sales conversation changes the economics of everything downstream.

Practically, that means three answers written down: which workflow, what the data behind it actually looks like, and what a measurable improvement would be worth in dollars. With those, competing proposals become comparable and the conversation becomes a scoping exercise. Without them, you are buying discovery at consulting rates and every proposal will be a different shape.

Where to go next

If the line item you are weighing is strategy rather than build, what AI strategy consulting actually covers sets out what is inside that scope and what gets billed separately, and AI consulting for small businesses resolves the 20x price gap between the two most-cited guides for the same first project. If you are choosing between named firms, how to choose an AI consulting firm covers the seven tests and why most “top firms” lists are written by firms that appear on them. If you are not sure a consulting firm is the right shape at all, which AI partner do you need compares consultants, agencies and an embedded department. For the groundwork, what an AI readiness assessment measures, how to measure AI readiness, and what an AI maturity model is for are the three that matter most before a first purchase. Method note. The five-service structure is our summary of the service menus published by the firms named above, not a standard anyone maintains. Rate bands are one firm’s published 2026 figures rather than a market survey — the most specific public reference point available, not an average. The 60–70% data figure is Centric Consulting’s citation of Forbes reporting and is reproduced here with that chain stated rather than as a first-hand finding. The judgments about which services a $10M–$50M company should skip are our own, from scoping conversations, and are argued rather than measured.

Common questions

What are AI consulting services? +

AI consulting services are advisory and delivery services that help a company decide what to do with AI and then do it. In practice they cover five areas: AI strategy and roadmapping, data readiness and modernisation, building the system itself, governance and compliance, and change management with the people who will use it. Firms package and name these differently, but the underlying menu is consistent across the market.

How much do AI consulting services cost? +

BD Emerson's August 2026 guide puts strategy-house AI work at $400–900 per hour, global integrators at $150–350 per hour blended, engineering-led firms at $90–200 per hour, and senior-staffed boutiques at $200–400 per hour. It puts a single production use case in the mid-market at $250,000 to $1.5M, with the condition of your data as the biggest driver of where you land in that range.

Which AI consulting services does a mid-market company actually need? +

Usually three of the five: a narrow strategy engagement to pick the workflow, data readiness work on that workflow only, and the build. Formal governance programmes and enterprise change-management workstreams are generally premature below about $50M in revenue — a written acceptable-use policy and the manager of the affected team will cover what you need until a regulator or a customer contract says otherwise.

What is the difference between AI consulting and AI implementation? +

AI consulting decides what should be built and why; AI implementation builds it. Many firms sell both, and the important question is not which label they use but whether the people who advise you are the people who deliver. Ask what share of the team staffed on your engagement writes code or evaluates models, and ask for the named roster rather than a capability deck.

Do I need an AI readiness assessment before buying AI consulting services? +

You need the information one produces, whether or not you pay for it as a separate engagement. Arriving with a chosen workflow, an honest description of the data behind it, and a dollar figure for what improvement is worth turns a capability pitch into a scoping conversation and makes competing proposals comparable. Firms will happily sell you the assessment; you can also do a first pass yourself.
