What AI Strategy Consulting Covers

Strategy consulting sells a roadmap. A roadmap is worth nothing without someone to build it. How to tell which you need, and when to skip both.

An outsourced AI department is the category discussed here. At Certified AI Partners, we call our service your dedicated AI department.

AI strategy consulting sells you a decision, written down. It decides which parts of your business should use AI, in what order, and what has to be true first. The Hackett Group’s glossary, last modified 8 September 2026, puts it precisely: AI strategy consulting “provides the direction needed to move from experimentation to coordinated investment,” with advisors evaluating opportunities on expected value, feasibility, risk and strategic relevance.

That definition contains a gate most buyers read straight past. Coordinated investment is the destination; experimentation is the assumed starting point. If nothing is running at your company yet, there is nothing to coordinate — and the roadmap you are about to buy will be a document about work nobody has started.

What does an AI strategy consultant actually do?

They audit what exists, score candidate uses against value and feasibility, sequence them, and hand you a roadmap with a governance outline attached. Five activities, consistently, across every firm selling the service.

Here is an odd and useful way to verify that. When you ask Google what an AI strategy consultant does, its AI Overview answers by citing two recruitment pages — an Accenture posting for an “Enterprise AI Value Strategy Consultant” and a Sia Partners careers listing (checked 20 September 2026). Not a services page. Not an analyst report. Job ads.

That is not a glitch; it is the most honest corpus available. A services page is written to make the work sound transformative. A job ad has to enumerate what the person will do all day, because otherwise the wrong people apply. If you are about to rent this role, go and read the job description for the full-time version of it. It is the cheapest due diligence in this category and it will tell you, in plain HR English, exactly what you are buying — shape the vision, identify use cases, build the roadmap, define governance, drive adoption.

How is AI strategy consulting different from implementation and from an embedded team?

Strategy produces a document, implementation produces a system, and an embedded department owns both plus the number at the end. The distinction is not branding. It determines who is accountable when the thing does not work.

Choose AI strategy consulting when you have several genuinely competing candidate uses across different departments, an internal team that can execute once the sequence is settled, and a real disagreement among your leadership about where to start. That is a sequencing problem, and sequencing is what this service is good at.

Choose implementation when you already know the workflow. If you can name it, describe its data honestly, and say what an improvement is worth, the strategy work is done — you did it — and paying someone to re-derive it is buying discovery at consulting rates.

Choose an embedded department when the problem is not knowing what to build and not having anyone to build it, which is the ordinary condition of a $10M–$50M company. This is what we sell, and the honest caveat comes below.

Choose to do nothing when you cannot name a single repetitive, high-volume workflow that costs real money. No roadmap fixes that; it just produces a prettier version of the same uncertainty.

Why does strategy consulting work for enterprises and fail in the mid-market?

Because a roadmap is worth exactly what the organisation behind it can execute, and enterprises come with one attached. This is the whole asymmetry, and it explains the SERP.

Page one for this term is led by BCG’s capabilities page, with Accenture and Sia Partners named in the overview alongside The Hackett Group and CGI. Those firms are excellent at this and they are not being criticised here. But look at who their roadmaps land on: a company with a CIO, a data platform team, an internal delivery function and a change-management office. The roadmap is the missing piece, because everything downstream of it already exists.

Now run the same purchase at a $20M company. The roadmap arrives. It is competent. It identifies six opportunities across four departments and sequences them sensibly. And then it goes into a shared drive, because the operations lead who would own project one already has a full-time job, and there is no engineer. Six months later the document is stale and nothing has shipped.

This is the mechanism behind a number worth keeping in view: Gartner expects at least 30% of generative AI projects to be abandoned after proof of concept, on unclear value and cost overruns. A roadmap with no builder attached is the most reliable way to manufacture exactly that outcome — a pilot that proves something and then stops, because proving was the only capability anyone had.

What is the one question that settles it?

After the engagement ends, who writes the first line of code? Ask it out loud, in the room, before you sign anything.

If the answer is a named person who works for you and has capacity, buy strategy alone; you will get full value from it. If the answer is “we’d probably need to hire someone” or “our IT guy could look at it,” you are about to buy a plan for a company you do not yet have. Buy strategy and delivery together, or buy neither and spend the money on one narrow build that teaches you more than any document will.

A second question worth asking, because it catches the other common failure: which of the people in this pitch will be on my account, and what fraction of their week? Strategy engagements are sold by principals and frequently staffed by juniors. The roadmap is only as good as the seniority of the person who wrote it, and that is a fair thing to require in writing.

Here is the case against us, stated plainly. If you have a capable internal engineering team and your only genuine problem is that leadership cannot agree on sequencing, you should hire a strategy firm and not an embedded department like ours — you would be paying us to supply hands you already have. Our engagements start at $10,000 per month and are scoped from a one-time assessment priced to the size of the company; the figures are on the pricing page. That is the wrong shape for a company whose bottleneck is purely a decision.

What should you do before any of these conversations?

Narrow to one workflow and put a number on it. It changes the economics of every option above, and you can do it in a week without paying anyone.

Three things written down: which workflow, what its data actually looks like rather than what the system diagram claims, and what a measurable improvement is worth in gross profit. With those, a strategy engagement becomes a shorter and cheaper conversation, an implementation quote becomes comparable against another implementation quote, and the DIY option becomes properly testable. Without them, every proposal you receive will be a different shape and you will end up choosing on price, which in this category correlates with nothing useful.

Where to go next

If you are weighing whether to buy at all at a smaller scale, AI consulting for small business covers why the published price guides disagree by 20× and when the honest answer is to hire nobody. What AI consulting services include breaks out the five-part service menu and the two items a mid-market company should skip. How to choose an AI consulting firm is the seven-test version for when you are comparing named firms, and which AI partner do you need sets consultants, agencies and an embedded department side by side. Common questions

What is AI strategy consulting? +

AI strategy consulting is advisory work that decides where a company should apply AI, in what order, and why. The Hackett Group's glossary describes it as providing the direction needed to move from experimentation to coordinated investment, with advisors evaluating opportunities on expected value, feasibility, risk and strategic relevance. The deliverable is a prioritised roadmap, a set of recommendations and usually a governance outline - not a working system.

What is the difference between AI strategy consulting and AI implementation? +

Strategy decides what to build and why; implementation builds it. They are separate purchases, and the split matters more than it sounds. A strategy engagement ends with a document that assumes someone will act on it. An implementation engagement ends with something running in production. Many firms sell both, so the question to ask is not which label they use but whether the people who advise you are the people who deliver.

Do I need AI strategy consulting or should I just start building? +

If you can already name the workflow, describe its data honestly, and say what an improvement is worth in dollars, you have done the strategy work and should go straight to building. Strategy consulting earns its fee when there are genuinely competing candidate uses across several departments and the sequencing decision is hard. It is a poor purchase when the real problem is that nobody has yet looked closely at one process.

How much does AI strategy consulting cost? +

It spans a wider range than almost any other professional service, because the label covers a two-week scoping exercise and a six-month enterprise programme. Published 2026 figures from firms selling to small and mid-sized companies put strategy and roadmap work at $8,000 to $25,000 (The AI Consulting Network). Global strategy houses operate an order of magnitude above that. Ask for the page count and the number of named people, not the rate.

Who are the main AI strategy consulting firms? +

Google's AI Overview for the term names BCG, Accenture and Sia Partners, and page one is led by BCG's capabilities page alongside The Hackett Group, CGI, Quandary Peak and Fast Data Science (checked 20 September 2026). That set is almost entirely enterprise. The absence of mid-market firms on this SERP is itself informative: the term is dominated by firms whose clients already employ the people who will execute the roadmap.
